Rostov-on-Don is the administrative center of the Rostov region and the South of Russia, the port of five seas, a large industrial, scientific and cultural center of the south of the country, an important junction of transport highways.

The city was founded in 1749 on the right hilly bank of the Don, when, under the decree of Empress Elizabeth Petrovna, Temernitsky customs was founded on this place.
